Requires affidavits of survivorship to include the name and address of the person to whom future tax statements should be sent, applying the same requirement as contracts for deed and deeds.

Allows mortgages to be satisfied, released, or partially released through certificates that comply with execution and acknowledgment requirements, eliminating the need for all prior assignments to be recorded.

Permits partial release of mortgages by requiring legal descriptions of the real property being released from the mortgage lien in the certificate.

Establishes liability provisions for persons who wrongfully, erroneously, or without authority execute or record satisfaction certificates, allowing the mortgagee and other damaged parties to recover actual damages, attorney fees, and costs.

Makes conforming changes to registered land procedures under both the standard Torrens system (sections 508.70 and 508.82) and the alternative system (sections 508A.70 and 508A.82) regarding claims of unregistered interests and fee schedules.
