Establishes the Minnesota Food Council composed of 20 members including representatives from the Department of Agriculture, Health, Natural Resources, University of Minnesota, and 10 stakeholder appointees representing farmers, consumers, agricultural advocates, environmental advocates, and public health advocates.

Includes legislative representation through the chairs and ranking minority members of the house and senate committees with jurisdiction over agriculture finance.

Council must serve as a vehicle for networking, communication, research, and policy recommendations to improve Minnesota's food system, with focus on developing secure, local, and sustainable food production systems.

Council must submit at least annual reports to the governor and legislative committees with jurisdiction over agriculture policy and finance.

Council may employ an executive director, assistant director, and administrative assistant; membership terms, compensation, and vacancy procedures follow Minnesota Statutes section 15.0575.
