Establishes a 13-member trade policy advisory group appointed by the governor to advise on U.S. trade agreements and government procurement impacts, with representation from organized labor, environmental organizations, family farmers, business, nonprofits, state agencies, and the legislature.

Group members serve two-year terms and may invite nonvoting ex officio members from state agencies, industries, trade organizations, and local governments to participate.

Requires the trade policy advisory group to assess impacts of federal trade agreements on Minnesota's economy, make recommendations to the governor and legislature, and issue annual reports with findings.

Mandates the Department of Administration to file annual reports analyzing public contract work performed overseas, overseas procurement, employment and tax revenue impacts, constraints on state regulatory authority, and recommendations for state action.

Requires the governor to issue a public statement within 30 days of receiving the annual report explaining which recommendations will be acted upon, and requires the legislature to hold public hearings and introduce legislation to enact accepted recommendations.
