Authorizes the city of St. Paul to require dedication of land or impose a dedication fee for new housing units and new commercial and industrial development in conjunction with construction permits.

Dedication or fee must be used for public parks, playgrounds, recreational facilities, wetlands, trails, or open space.

Allows the city council to set cash fees at a flat rate per net new residential unit and may exempt senior housing and affordable housing from the fee or land dedication requirement.

Applies Minnesota Statutes section 462.358, subdivisions 2b(b) and 2c, to the application and use of dedications or fees.

Effective the day following final enactment and applies to dedication fee ordinances adopted or amended by St. Paul before, on, or after that date.
