Expands medical assistance eligibility to children ages 19 and 20, effective January 1, 2014

Requires use of modified adjusted gross income methodology (as defined in the Affordable Care Act) for determining eligibility for children under 19, parents, caretakers, pregnant women, infants, and adults without children

Establishes a standard income disregard of 5 percent of federal poverty guidelines for individuals whose income is determined using modified adjusted gross income methodology

Increases income eligibility thresholds to 133 percent of federal poverty guidelines for parents and caretaker relatives, and to 133 percent for adults without children (up from 75 percent)

Transfers $21.3 million (FY 2014), $42.3 million (FY 2015), $56.1 million (FY 2016), and $64.7 million (FY 2017) from the health care access fund to the general fund
