Requires Minnesota State Colleges and Universities to cap tuition at no more than 97 percent of 2012-2013 rates for academic years through June 30, 2015, with this requirement effective only if state appropriation reaches at least 103 percent of the 2013 biennium level.

Prohibits Minnesota State Colleges and Universities from offsetting tuition reductions through increases in fees, charges, or assessments that would result in total direct costs exceeding 97 percent of 2012-2013 levels.

Implements a permanent tuition cap at 2014-2015 rates for Minnesota State Colleges and Universities beginning academic year 2015-2016, with the same fee offset restrictions, effective only if state appropriations reach 103 percent of prior biennium levels.

Requires University of Minnesota Board of Regents to certify tuition reductions to 97 percent of 2012-2013 rates and fee compliance before the Commissioner of Management and Budget can distribute state appropriations for the biennium ending June 30, 2015.

Requires University of Minnesota Board of Regents to certify tuition caps at 2014-2015 rates and fee compliance before state appropriation distribution for biennial periods ending June 30, 2017 and thereafter, contingent on state appropriation increases of at least 103 percent from prior biennium.
