Requires the governor to mandate that all state executive department agencies, departments, and institutions prepare budgets using zero-based budgeting methodology starting with the fiscal year 2016 biennium.

Defines zero-based budgeting as treating the previous biennium budget as zero and requiring each proposed expenditure to be justified as if it were new.

Directs the Commissioner of Management and Budget to provide technical assistance and adopt rules to guide agencies in completing zero-based budget requests.

Requires each agency to submit detailed budget plans including activity descriptions with legal justification, quantified adverse impact assessments, program outcome measures, minimum service level expenditures, current service level expenditures with staffing needs, and ranked activity priorities.

Extends zero-based budgeting requirements to the legislature, judicial branch, and public employees' retirement system, with revenue projections based on estimates from Minnesota Management and Budget.
