Authorizes family child care providers receiving subsidized child care payments to engage in collective bargaining with the state, with negotiations limited to reimbursement rates, fringe benefits, and grievance procedures under Chapter 119B.

Establishes a statewide bargaining unit for all family child care providers and permits election of an exclusive representative by mail ballot upon showing of support from at least 500 providers or 10% of the unit.

Authorizes individual providers of direct support services to collectively bargain with the state on compensation rates, benefits, training opportunities, job referrals, and grievance procedures, with a statewide bargaining unit and similar election procedures beginning October 1, 2013.

Creates the Quality Consumer-Directed Services Workforce Council with 11 members including participants in direct support services programs, advocates, and state agency representatives to advise on workforce quality, recruitment, training, and registry operations.

Appropriates $1,476,000 for fiscal year 2014 and $1,287,000 for fiscal year 2015 to the Department of Human Services, plus $235,000 annually to the Department of Management and Budget and $207,000 one-time to mediation services to implement collective bargaining provisions.
