Increases the maximum capacity threshold for small electric generators to qualify for net metering from 40 kilowatts to one megawatt in Minnesota Statutes section 216B.164.

Applies the increased capacity threshold to all provisions governing net metering billing, compensation rates, and utility interconnection agreements.

Requires the Public Utilities Commission to establish a uniform statewide contract form for utilities interconnecting with qualifying facilities under the new one-megawatt threshold.

Allows existing interconnection contracts to remain in force until either party provides written notice (10 to 30 days) electing to apply the new uniform statewide contract form.

Effective the day following final enactment.
