Defines "Minnesota air space" as space above state lands and waters at any altitude, including navigable air space and space around structures or trees.

Defines "unmanned aircraft" as aircraft operated without physical human presence that can fly autonomously or be piloted remotely, regardless of altitude.

Prohibits operating unmanned aircraft equipped with surveillance devices in Minnesota air space, except for: property owners operating over their own land, scientific research excluding personally identifiable information, law enforcement with search warrants, counter-terrorism operations, public safety agencies responding to exigent circumstances, and state agencies during declared emergencies.

Prohibits equipping unmanned aircraft with dangerous weapons or nonlethal devices designed to harm or incapacitate humans.

Establishes violation as a gross misdemeanor and allows civil actions for damages; agencies must report unmanned aircraft operations to the attorney general within 48 hours, and evidence obtained in violation is inadmissible in court.
