Bill Summary: Minnesota Insurance Marketplace Act

• Establishes the Minnesota Insurance Marketplace (MNsure) as a state health benefit exchange governed by a seven-member board of directors appointed by the governor and confirmed by the senate

• Board responsible for facilitating comparison, enrollment, and purchase of health plans in the individual and small group markets; assisting with tax credits and public health care program access

• Commissioner of management and budget certifies operating costs by March 1 annually (starting 2015) and transfers funds from the health impact fund to support marketplace operations

• Board must establish policies for navigators, in-person assisters, call centers, and customer service beginning January 1, 2015; establishes insurance producer certification requirements for selling plans through the marketplace
