Authorizes public defenders to access criminal justice data about witnesses in cases where they are appointed, limited to criminal convictions, custody status and history, aliases and known monikers, race, probation status, probation officer identity, and booking photos.

Requires the Department of Corrections to establish and implement audit requirements to ensure authorized users comply with applicable data practices laws governing access to and use of statewide supervision system data.

Maintains public defenders' existing access to comprehensive data about their own clients, including criminal history, juvenile offender records, warrant information, incarceration data, conditional release data, and diversion program data.

Specifies public defenders have no access to law enforcement active investigative data, certain confidential arrest warrant indices, or data systems maintained by prosecuting attorneys.

Eliminates charges to public defenders for Internet access to the criminal justice data communications network while retaining monthly network access charges and reasonable installation charges for terminals.
