Increases the annual gross receipts threshold for mandatory financial audits of lawful gambling activities from $500,000 to $750,000 for licensed organizations.

Allows licensed organizations to conduct up to 12 off-site gambling events per calendar year (increased from 4) at county fairs, State Fair, church festivals, or civic celebrations, not exceeding three days per event.

Raises the paper pull-tab prize threshold requiring winner identification and record retention from $50 to $100.

Changes the deposit timeline for electronic pull-tab and linked electronic bingo game receipts from two business days to four business days.

Authorizes the commissioner of revenue to require a one-time closing of all active electronic pull-tab games on May 31, 2013, to transition to a uniform monthly reporting system.
