Redefines marriage as a civil contract between "two persons" instead of "a man and a woman" in Minnesota Statutes section 517.01.

Removes the prohibition on same-sex marriage from section 517.03, subdivision 1, and voids the previous provision making same-sex marriages recognized by other states null and void in Minnesota.

Adds religious exemption in section 363A.26 allowing religious organizations to refuse provision of goods, services, facilities, or accommodations directly related to solemnization or celebration of a marriage that violates their religious beliefs.

Protects clergy and authorized persons from civil liability for refusing to solemnize any marriage for any reason under new section 517.09, subdivision 2.

Establishes jurisdiction for Minnesota courts to grant dissolution of marriages performed in Minnesota when neither party resides in a jurisdiction that recognizes the marriage.
