Expands definition of "current or recent position of authority" to include persons within 24 months (previously undefined timeframe) of holding duty or responsibility for a child's health, welfare, or supervision.

Creates criminal sexual conduct charges for school employees, volunteers, and contractors who engage in sexual contact or penetration with students ages 13-17 when actor is more than 48 months older, applying retroactively to persons in such positions within prior 24 months.

Extends sexual conduct prohibitions to persons in authority over juveniles (ages 13-15) in first, second, third, and fourth degree criminal sexual conduct statutes by adding "current or recent" authority language.

Applies effective date of August 1, 2013 to all amendments and to crimes committed on or after that date.

Adds new crimes and defenses related to sexual contact by school personnel, while preserving existing defenses and age-of-consent provisions in criminal sexual conduct statutes.
