Prohibits owners, operators, or managers of hotels, restaurants, public conveyances, and other public places from denying blind, deaf, or physically/sensory disabled persons access with service animals.

Removes the requirement that service animals be identifiable as from a recognized training program, replacing it with a standard that service animals be properly harnessed or leashed under the handler's control.

Prohibits charging blind, physically disabled, or deaf persons extra fees or additional charges for bringing service animals into public accommodations.

Defines "service animal" according to the federal Americans with Disabilities Act, as amended.
