• School districts must assist all students by grade 9 to develop a plan for transition to postsecondary education or employment, with annual reviews to ensure progress toward career and college readiness.

• Commissioner of Education shall contract with a nationally recognized vendor for a series of statewide assessments in grades 8-9, 10, and 11-12 that are aligned with state academic standards, predictive of college and career readiness, and include career exploration elements.

• State assessment system shifts from pass/fail requirements to measuring student progress and growth toward career and college readiness benchmarks; students are not required to achieve a specified proficiency level to graduate.

• Computer-adaptive reading and mathematics assessments for grades 3-8 must be implemented beginning in the 2015-2016 school year with results available within three school days and diagnostic information for targeted instruction.

• Appropriates funds to the Department of Education for assessment participation costs, development of computer-adapted tests, request for proposals process, and a Career Pathways Advisory Task Force; repeals numerous existing Minnesota Rules related to previous assessment standards.
