Modifies integration revenue requirements to focus districts on measurable goals for increasing interracial contact and closing achievement gaps between protected class students, American Indian students, and white students.

Replaces detailed budget approval process with requirement for districts to submit integration and achievement plans by May 15 containing measurable goals, budgets aligned to goals, evaluation criteria, and data reporting to the Department of Education and district websites.

Allows integration revenue to be used for five categories: innovative learning environments including magnet schools; family engagement; professional development for staff; access to opportunity programming; and increasing diversity of school staff.

Limits administrative and indirect costs to no more than 10 percent of annual integration revenue budget and requires public hearings before school board approval of integration revenue expenditures.

Changes integration revenue calculation to equal the lesser of district expenditures or the greater of 90 percent of fiscal year 2013 revenue or a formula based on adjusted pupil units and percentage of protected student enrollment, and allows districts to levy up to 30 percent of integration revenue.
