Expands the definition of "child with a disability" to include children ages three to seven at local district discretion who are homeless, allowing them to qualify for early intervention services.

Adds homelessness as a risk factor in child find systems, requiring districts to identify and refer children under age three who are homeless as defined by the U.S. Department of Education.

Requires Interagency Early Intervention Committees to include representatives from agencies that serve families experiencing homelessness.

Mandates the Commissioner of Education to collect and annually report statistics on homeless children receiving Part C early intervention services, beginning July 1, 2015.

Makes all amendments effective July 1, 2013.
