Commissioner of Education must appoint a seven-member advisory task force by July 1, 2013 to review school district detachment and annexation history and processes.

Task force membership includes two Department of Education employees (one with expertise in annexation/detachment, one in school finance), three superintendents or school board members from rural/suburban/urban districts, one community member with detachment/annexation expertise, and one demographics expert.

Task force must submit recommendations to the Commissioner by February 1, 2014, and Commissioner must report to legislative committees with K-12 education jurisdiction by February 15, 2014.

Task force must evaluate whether to maintain existing law or propose legislative changes while considering due process, geography, economic impact, demographics, racial and ethnic implications, and precedent.

Task force members receive no compensation or reimbursement for expenses, though the Commissioner may provide technical assistance.
