Authorizes two or more independent school districts from Carver County (108, 110, 111, 112), Scott County (716, 717, 719, 720, 721), and LeSeuer County (2905) to form a joint intermediate school district through cooperative agreements.

Establishes a joint school board to jointly acquire, construct, maintain, and operate facilities for special education, career and technical education, adult basic education, and alternative education.

Requires each participating school district to approve the agreement by resolution, with publication and a 30-day period allowing voters to petition for a referendum if signed by five percent of voters from the last school election.

Grants the joint school board all powers of member districts except independent bond and levy authority beyond lease-levy, with tax-exempt status for acquired properties and no individual liability for participating districts.

Allows the board to provide additional educational programs (non-postsecondary) requested by participating districts, with academic offerings directed by properly licensed supervisory personnel.
