Establishes a special education case loads task force with at least ten members appointed by the commissioner, including equal representation from school districts, special education teachers, and parent advocacy organizations for children with disabilities.

Task force shall develop recommendations for maximum student-to-teacher ratios for students with disabilities, covering both scenarios with and without paraprofessional classroom support.

Task force must submit a report by February 15, 2014, to the education policy and finance committees with recommended case loads for all school-age settings, including educational service alternatives and early childhood special education programs.

Task force expires February 16, 2014.
