Board of Teaching may issue temporary one-year teaching licenses to otherwise qualified candidates who have not yet passed the required skills examination in reading, writing, and mathematics, with potential renewal up to two additional times after February 1, 2014.

Colleges and universities must make available upon request remedial assistance with formal diagnostic components for candidates who did not achieve qualifying scores on skills examinations, including those for whom English is a second language.

School districts may make available similar remedial assistance to employed teachers who completed their education program but did not pass the skills examination and received temporary one-year licenses.

Board of Teaching must report annually to education committees on total candidates taking skills examinations, passing rates, score distributions, and repeat test-taker information.

Teacher Licensure Advisory Task Force of 19 members must be established by July 15, 2013, and submit recommendations by February 1, 2014, on basic skills mastery requirements and alternative licensure pathways for nonnative English speakers seeking to teach in language immersion programs.
