Requires forensic laboratories operating on or after January 1, 2014, to be accredited by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board (ASCLD/LAB) or another accrediting body meeting ISO/IEC 17025 and ILAC standards, or to have begun the formal accreditation process.

Prohibits forensic laboratories from operating on or after July 1, 2015, unless they are fully accredited as specified in the bill.

Requires forensic laboratories to submit copies of their accreditation certificates and scope of accreditation to the Commissioner of Public Safety.

Mandates the Commissioner of Public Safety post accreditation certificates and compliance documentation on the department's website.

Defines "forensic analysis" as the application of scientific knowledge by individuals with specialized training who conduct examinations, form conclusions based on standardized procedures, and may offer expert testimony.
