Establishes alternative accountability measures for charter schools where at least 70 percent of enrolled students are eligible for the graduation incentives program or where admission is limited to such students.

Requires 30 percent of performance evaluation based on longitudinal student achievement and growth data on nationally or state-normed assessments aligned with Minnesota graduation standards for groups of 20 or more continuously enrolled students.

Requires 40 percent of performance evaluation based on demonstrated growth in four postsecondary and workforce readiness measures, including graduation rates, dropout rates, postsecondary assessment participation, course credit completion, job placement, and dual enrollment credits.

Requires 30 percent of performance evaluation based on three measures including daily attendance rates, truancy data, dropout retention, character and social competency assessments, and community service goal completion for groups of 20 or more continuously enrolled students.

Mandates charter school authorizers and boards of directors include these performance measures in written charter contracts and makes provisions effective for the 2014-2015 school year and later.
