Establishes a national board certification grant program providing $2,500 grants to teachers and principals pursuing National Board for Professional Teaching Standards (NBPTS) certification, with up to 15 percent of licensed teachers per school eligible.

Provides an additional $500 grant to teachers and principals after achieving NBPTS certification to support mentoring other candidates, with school districts required to provide release time and resources.

Grants alternative continuing relicensure options to teachers accepted into and completing the NBPTS certification process, and grants continuing relicensure to those who earn NBPTS certification.

Exempts teachers pursuing NBPTS certification from annual staff development requirements during their certification process and exempts NBPTS-certified teachers from annual evaluation requirements.

Limits grant eligibility to school districts not participating in the alternative teacher professional pay system, with funding from unallocated general fund appropriations for alternative compensation revenue.
