Extends the validity period of certificates of compliance for affirmative action plans from two years to four years for state contracts exceeding $100,000.

Requires the commissioner to issue a certificate of compliance or notice of denial within 15 days of receiving an application from a business or firm.

Establishes a two-step timeline for addressing deficiencies: the commissioner must notify applicants of specific deficiencies within 15 days, then issue certificates within 15 days of receiving a compliant revised submission.

Repeals Minnesota Rules, part 5000.3560, subparts 2 and 3.
