Establishes an office within the Department of Human Rights to prioritize duties under section 363A.06 and increase enforcement and oversight functions.

Requires implementation of audit procedures for state agencies, local government areas, school districts, corporations, and institutions to ensure compliance with human rights, equal opportunity, fair housing, voting rights, and affirmative action laws.

Mandates affirmative action and human rights impact analysis on all executive orders and proposed legislation.

Requires review and approval of all state contract procurement services under chapter 16C to ensure compliance with equal access and equal opportunity laws.

Creates a study committee to examine implementation of the United Nations International Covenant to End All Forms of Racial Discrimination (CERD), with a report due to the legislature by January 1, 2014, and legislative recommendations.

Appropriates unspecified amounts from the general fund for fiscal years 2014 and 2015 to the commissioner of human rights to carry out these duties.
