Establishes licensure requirements for medical laboratory science professionals in Minnesota, effective January 1, 2016, under new chapter 148G, including medical laboratory scientists, technicians, cytotechnologists, and histotechnicians.

Creates a nine-member advisory council appointed by the commissioner of health, with six medical laboratory professionals, two pathologists, and one public member to advise on licensure standards and disciplinary matters.

Allows individuals employed in medical laboratory science on July 1, 2014, to obtain a license through competency attestation by their employer without meeting standard education and certification requirements.

Specifies licensure standards requiring passage of nationally recognized certification examinations from organizations including the American Society for Clinical Pathology, American Medical Technologists, and American Association of Bioanalysts.

Sets licensure fees of $155 for initial licensure and $115 for biennial renewal, with appropriations of $284,000 for fiscal year 2015 and base funding of $488,000 for fiscal year 2016.
