Requires commissioners of human services, corrections, and education to appoint representatives to discuss juvenile justice issues with the National Alliance on Mental Illness (NAMI) and other designated organizations, including county attorneys, public defender, probation officers, and Indian Affairs Council.

Discussion topics include shared statewide outcome goals (academic success, successful transitions to adulthood, lower recidivism rates) and service continuum needs for children in the juvenile justice system.

Requires examination of early identification and response strategies for trauma, mental health, chemical dependency, developmental disabilities, education, housing, and employment needs.

Directs work group to develop implementation plans for integrated service delivery across systems and to achieve shared outcomes, including changes to rules and statutes that create barriers.

Requires commissioners to report findings and recommendations on financing mechanisms to the legislature by February 15, 2014.
