Expands the definition of "property owner" in annexation law to include any fee interest holder and beneficial owners whose interest is primarily possession and enjoyment, including vendees under contracts for deed and mortgagors.

Adds a new definition of "property description" or "boundary of the area" to mean the legal description of the property.

Restricts annexation by ordinance of contiguous properties under the 120-acre provision by prohibiting annexation of property adjacent to any property simultaneously proposed for or previously annexed under this clause within the preceding 12 months if owned by the same owners and cumulative acreage would exceed 120 acres.

All amendments are effective the day following final enactment and apply to boundary adjustments and annexation ordinances adopted on or after that date.
