Establishes mandatory minimum sentences of 60 months (120 months for prior convictions) for violent felons possessing firearms under section 609.165 and for persons with crime of violence convictions possessing firearms under section 624.713, effective August 1, 2013.

Creates new criminal offenses including gross misdemeanor for falsely reporting lost or stolen firearms, and felony for knowingly soliciting unlawful firearm transfers or providing false information to dealers.

Requires courts to electronically transmit mental health commitment and firearms disqualification data to the National Instant Criminal Background Check System within 24 hours, and establishes procedures for civil commitment restoration petitions.

Expands definition of "crime of violence" to include additional assault and domestic assault felonies, and prohibits ammunition possession by ineligible persons including those under 18 and those with violent felony convictions.

Mandates criminal justice agencies to electronically enter fingerprints and identification data into searchable databases within 24 hours of receipt, and requires the Bureau of Criminal Apprehension to convert and enter non-electronic data within 72 hours.
