Replaces the mathematics GRAD test with a statewide end-of-course algebra exam for high school students entering grade 8 in the 2013-2014 school year or later.

Exam must align with state academic content standards, include multiple-choice and open-ended items, be computer-administered, and comprise 25 percent of the student's overall algebra course grade.

Students who do not pass the algebra course must retake the course or complete district-authorized credit recovery, with the option to retake the exam and select the higher score for grading purposes.

Provides alternative methods to meet the requirement for transfer students from other states with equivalent or greater rigor, students with individualized education programs, and English language learners enrolled four or fewer years in English-language instruction.

Requires the commissioner to provide districts with benchmark assessments aligned to the exam and an item bank for teachers to create formative assessments to support student preparation.
