Redefines fireworks categories to include "aerial and audible devices," "display fireworks," "sparkling devices," and "novelties" according to American Pyrotechnic Association Standard 87-1 specifications.

Prohibits possession and use of novelties, sparkling devices, and aerial and audible devices on public property, and restricts purchase of these items to persons 18 years of age or older with photographic identification verification.

Allows local governments to impose an annual license fee for retail sale of aerial and audible devices based on public safety and inspection costs, but prohibits other fees or charges on aerial and audible device sales and bans all restrictions on sparkling device and novelty sales.

Limits local ordinance authority to regulate use conditions for aerial and audible devices and display fireworks to reasonable restrictions that do not prohibit all use, while preserving city and county authority under specified chapters.

Restricts sales and use of aerial and audible devices to June 1 through July 7 of each year, effective June 1, 2013.
