Allows the Board of Teaching to issue up to three temporary one-year teaching licenses to otherwise qualified candidates who have not passed the basic skills examination in reading, writing, and mathematics.

A person holding a temporary license who passes the skills examination qualifies for a continuing license.

After three temporary one-year licenses, an employed teacher may continue teaching under a temporary license if requested by their school district, even without passing the skills examination.

Adds alternative pathways to meet basic skills requirements by attaining minimum SAT scores (critical reading, mathematics, writing) or comparable minimum ACT scores (English language, reading, mathematics) for teacher candidates enrolling after January 1, 2014.

Requires the Board of Teaching to report annually to the legislature on teacher candidate performance on skills examinations, including total test takers, pass rates, score distributions, and repeat test taker outcomes.
