Proposes an amendment to the Minnesota Constitution by adding a section to article XI establishing a minimum payment requirement for school districts.

Requires the current year aid payment percentage to be no less than 90 percent of the estimated entitlement for all aids and credits paid by the commissioner of education from the general fund to school districts, effective July 1, 2015.

Limits delayed payments to school districts to a maximum of 10 percent of their estimated entitlement.

Requires the proposed amendment to be submitted to voters at the 2014 general election with a yes/no ballot question.
