Prohibits law enforcement agencies from using drones to gather evidence or information in investigations, effective July 1, 2013.

Prohibits federal agencies from using drones within Minnesota's borders, effective July 1, 2013.

Makes it a felony for private persons to use drones to capture images of individuals on public or private property without permission of the individual and property owner or public authority, effective July 1, 2013.

Establishes exceptions allowing drone use by law enforcement for: terrorist threats (with Secretary of Homeland Security determination), search warrants, exigent circumstances requiring swift action to prevent imminent danger, or first responder emergencies.

Allows civil actions by aggrieved parties against law enforcement agencies for violations and makes evidence obtained in violation of these restrictions inadmissible in criminal prosecutions.
