Requires charter school board members to attend annual training on board roles and responsibilities, with new members completing initial training within 12 months of being seated or becoming ineligible to serve.

Expands conflict of interest prohibitions to prevent board members whose immediate family members are school employees or contractors from serving on the board.

Requires charter school boards to adopt policies on nepotism in employment and personnel evaluation practices that assess mission execution, charter contract goals, student achievement, and professional development.

Modifies the process for changing authorizers when both parties mutually agree not to renew a contract, requiring submission of a new charter contract at least 90 business days before the existing contract ends and giving the commissioner 15 business days for initial review.

Requires authorizers to document competitive bidding processes and make terms available to non-authorized schools when contracting for services, and prohibits management contracts unless the school obtains at least two competitive bids.
