Postsecondary institutions must give priority to their existing postsecondary students when enrolling 10th, 11th, and 12th grade pupils in courses.

Institutions may only recruit secondary pupils based on educational and programmatic grounds, and must not enroll them in remedial, developmental, or non-college level courses.

Once a secondary pupil is enrolled in a postsecondary course, they cannot be displaced by another student.

Postsecondary institutions cannot deny course access to qualified veterans (as defined in section 197.447) who are enrolled postsecondary students, if they can demonstrate the institution's enrollment timelines were not practicable for them.

The amendment is effective July 1, 2013.
