Requires the board to consider students' economic circumstances when arranging competitive interscholastic conferences, including free/reduced-price lunch eligibility, per capita income, referendum levy amounts, and district referendum market value.

Mandates the league develop criteria for conference membership that include distance traveled, school enrollments, and comparability of extracurricular activities, with notice and opportunity for league members to be heard before adoption.

Requires the league to determine the number of competitive classes in interscholastic athletic activities based on students' economic circumstances using the same economic indicators listed above, along with other relevant criteria.

Both sections take effect the day following final enactment.
