Prohibits peace officers from issuing citations for seat belt violations as a primary offense; citations may only be issued if the officer lawfully stopped or detained the driver for another moving violation (excluding equipment violations).

Maintains seat belt requirement for drivers and passengers in passenger vehicles, commercial motor vehicles, type III vehicles, and type III Head Start vehicles.

Sets fines at $25 for individuals age 15 or older who violate seat belt requirements, and $25 per violation for drivers responsible for passengers under age 15.

Requires the Department of Public Safety to not record seat belt violations on a person's driving record.

Effective July 1, 2013, for offenses committed on or after that date.
