Commissioner of Education must review Minnesota Statutes and Rules to identify which state special education requirements exceed applicable federal law requirements.

Commissioner shall analyze the economic and educational impacts of aligning state requirements to federal standards and report findings to legislative committees with jurisdiction over education by February 15, 2014.

Commissioner of Education is authorized to amend Minnesota Rules related to special education provision using expedited rulemaking process to align rules with existing Minnesota Statutes.

Appropriates $750,000 in general fund for fiscal year 2014 to the Department of Education for transfer to the Office of Enterprise Technology to develop model online paperwork for Individuals with Disabilities Education Act (IDEA) for special needs students.

Funds are available for spending until June 30, 2015, with any unused balance carrying forward to fiscal year 2015; ongoing support costs to be incorporated into service-level agreements.
