Enacts the Uniform Electronic Legal Material Act as Minnesota Statutes chapter 3E, establishing standards for electronic publication of Minnesota Constitution, Laws, Statutes, and Rules.

Requires official publishers (revisor of statutes) to authenticate electronic legal materials so users can verify records are unaltered from the official published version.

Mandates preservation and security of official electronic legal materials through backup, disaster recovery, and integrity safeguards, with permanent public access maintained.

Establishes legal presumptions that authenticated electronic records are accurate copies, with burden of proof on parties contesting authenticity.

Applies to legal materials first published electronically on or after January 1, 2015, and requires consideration of national standards and compatibility with other states' similar laws.
