Classifies data collected by the Secretary of State related to Safe at Home program applicants, eligible persons, and participants as private data on individuals, effective January 1, 2014.

Creates new section 13.045 establishing procedures for program participants to notify government entities of their certification, with identity and location data reclassified as private during the certification period.

Prohibits sharing or dissemination of a certified participant's identity and location data to other government entities or persons without the participant's express written consent.

Requires government entities to accept the Secretary of State-designated address as a valid address for program participants and prohibits requiring disclosure of residential, work, or school addresses unless necessary to provide a service.

Amends data protection statutes to protect the identity and physical location of Safe at Home program participants in law enforcement records and restricts exchange of such data between law enforcement agencies.
