Amends Minnesota Statutes to authorize cities to provide by ordinance that civil penalties or fees imposed for property-related violations be assessed against the property that was the subject of the violation or where the violation occurred.

Allows cities to collect these penalty assessments as a special assessment pursuant to section 429.101, similar to other municipal charges like snow removal or public health hazard abatement.

Adds civil penalties and fees from property-related violations to the list of costs that municipalities may collect as special assessments against property under section 429.101.

Maintains existing penalty limits of up to $1,000 in fines or 90 days imprisonment for ordinance violations, with costs of prosecution allowed to be added.
