Prohibits school districts, charter schools, and private schools from being obligated to comply with new legislative or regulatory mandates unless the state provides full funding for implementation in the school year the mandate takes effect.

Allows schools to discontinue or modify underfunded mandates and requires them to maintain an annual list of discontinued or modified activities to submit to the commissioner of education upon request.

Requires schools seeking exemption from mandates to petition the commissioner by February 15 each year, with the commissioner holding a public hearing and deciding by March 15 whether to grant the exemption.

Exempts certain mandates from this prohibition, including those related to revised learning standards under sections 120B.02 to 120B.024, mandates required by federal law, and judicially created mandates certified by the attorney general.

Takes effect the day following final enactment.
