Requires board approval for all emergency medical responder education programs, including specific requirements for curriculum, instructors, medical directors, and student-to-instructor ratios (at least one instructor per ten students at practical skill stations).

Expands AEMT and paramedic education program requirements to include AEMT training, with exemptions for rural ambulance services meeting specific criteria including tax-exempt status, pre-1991 approval, and enrollment limits of five candidates per biennium.

Updates education program standards to implement the current United States Department of Transportation EMS Education Standards applicable to emergency medical responder registration.
