Modifies residency ratio restrictions for home and community-based waiver recipients in community living settings, allowing all units in buildings with four or fewer units and up to 25 percent of units in larger multifamily buildings.

Establishes an exceptions process beginning January 2015 allowing owners, operators, or developers to apply to the commissioner for exceptions to occupancy limits and housing design requirements.

Requires exception applicants to demonstrate the setting meets community integration standards, supports client choice among housing options, separates housing costs from service costs, and allows clients to choose their service vendors.

Mandates the commissioner conduct a 14-day public comment period and issue approval, conditional approval, or denial decisions within 60 days of receiving applications.

Requires the commissioner to consult with stakeholders including disability advocates, providers, counties, and individuals with disabilities to develop an implementation plan for the exceptions process before January 2015.
