Modifies the timeline for juvenile treatment screening teams to conduct screenings from 15 days to 10 working days when the screening is for mental health residential treatment placement and the child is enrolled in a prepaid health program under section 256B.69.

Maintains the standard 15-day screening timeline for all other screening requests conducted by responsible social services agencies.

Requires screening teams to consist of social workers, juvenile justice professionals, treatment experts for emotionally disabled and chemically dependent juveniles, and the child's parent, guardian, or permanent legal custodian.

Establishes requirements for Indian child representation on screening teams, including notification of the child's tribe and inclusion of a tribal representative unless the tribe declines to appoint one.

Specifies that residential treatment facility placements require either emergency certification, screening team recommendation, or court determination with written justification addressing the screening team's findings.
