School districts must adopt and implement a bullying prevention policy in collaboration with community members, effective for the 2013-2014 school year and later.

Policy must prohibit bullying on school premises, during school-sponsored events, during district transportation, and while using technology regardless of location, and must include a specific definition of bullying.

Districts must establish procedures to proactively address bullying, report and investigate incidents, notify parents, discipline bullies, support bullied students, and protect investigative information as private data.

Policy must protect students' first amendment rights and permit expression of religious, philosophical, moral, or political viewpoints unless such expression materially disrupts the learning environment.

Retaliation against bullying reporters or investigation participants is prohibited, intentionally false reports must result in discipline, and district personnel acting in good faith have immunity from civil or criminal liability.
